Can Paul Kugame, a Tutsi, Pres of Rwanda, the fastest growing state in Africa, growing at 7.5% for past 10 years, faster than China and India, change Rwanda for ever (after the 1994 genocide) ?

Comprising urban tutsis and rural hutus, as per UN HDI, no country can beat Rwanda in growth ..
